Միայնակ թոշակառուն այսօր թողնված է պետական բյուրոկրատիայի և «բարեգործական» անտարբերության միջև ընկած մոխրագույն գոտում:

Թղթի վրա համակարգը գոյություն ունի՝ կան Միասնական սոցիալական ծառայություններ, տուն-ինտերնատներ, ՀԿ-ներ: Բայց իրականում, երբ դռները փակվում են, միայնակ տարեցը մնում է դեմ հանդիման իրականության հետ, որտեղ.

* «Ծերացած» նպաստներ և ծաղրական թոշակ: Պետության տրամադրած կենսաթոշակն ու սոցիալական աջակցությունը հաճախ չեն բավարարում անգամ կոմունալ վճարներին ու անհրաժեշտ դեղորայքի կեսին: Խնամքն առաջին հերթին արժանապատիվ ապրուստ է, ոչ թե գոյատևման մինիմում:

* Բյուրոկրատական քաշքշուկ: Տնային խնամք կամ տուն-ինտերնատի ուղեգիր ստանալու համար անկողնային կամ տեղաշարժվելու դժվարություն ունեցող մարդուց պահանջվում է տեղեկանքների ու փաստաթղթերի մի ամբողջ «արշավ»՝ հաճախ առանց որևէ մեկի կողմից իրական սոցիալական ուղեկցման:

* Տնային խնամքի ցածր որակ: Պետական պատվերով իրականացվող տնային խնամքի ծառայությունները հաճախ ձևական բնույթ են կրում: Խնամողների ծանրաբեռնվածությունը և ցածր վարձատրությունը բերում են նրան, որ այցելությունները սահմանափակվում են ոտքի վրա հաց բերելով, մինչդեռ մարդը կարիք ունի լիարժեք կենցաղային, բժշկական և հոգեբանական աջակցության:

* Պալիատիվ և երկարատև խնամքի ճգնաժամ: Եթե միայնակ թոշակառուն կորցնում է ինքնասպասարկման ունակությունը (ծանր ինսուլտ, դեմենցիա), համակարգը փաստացի կոլապսի է ենթարկվում: Պետական տուն-ինտերնատներում տեղերը խիստ սահմանափակ են, իսկ մասնավոր կենտրոնների գները անհասանելի են շարքային քաղաքացուն:

Խնամքը չպետք է լինի «ողորմություն» կամ պատահական բարեգործություն: Քանի դեռ պետությունը չի անցել ֆորմալ ցուցակագրումից դեպի երաշխավորված, արժանապատիվ և համապարփակ խնամքի ապահովագրություն, «ով է խնամելու» հարցի իրական պատասխանը մնում է մեկը՝ ոչ ոք, եթե հարևանը կամ բարի մարդիկ չհասնեն:
