Մեկ օր առաջ ԱՄՆ նախագահը հրահանգել էր կասեցնել Ռուսաստանի Դաշնությանը և նրա էներգակիրների հիմնական գնորդներին ուղղված լայնածավալ մաքսատուրքերի սահմանումը։ Այդ մաքսատուրքերը նախատեսված էին «Գրեմի ակտով», որը Թրամփը ստորագրել և օրենքի ուժ էր տվել դեռևս այս աշնանը։
