«Ապրելու երկիր» կուսակցության համահիմնադիր Մեսրոպ Առաքելյանը ֆեյսբուքյան իր էջում գրել է․
Արցախցիներին պետք է ապահովել կացարանով, ոչ թե վարձակալության վճարի համար գումար տրամադրել։ Վարձավճարների ժամանակավոր բնույթը և բնակարան տրամադրելու որոշման բացակայությունը օրօրի ավելացնելու է արտագաղթը։
Ի՞նչ պետք է անել, որպեսզի արագ լուծվի արցախցիներին բնակարանով ապահովելու հարցը։
«Սոցիալական հիփոթեք» ծրագիրը ներկայացրել եմ 2021թ․ ապրիլին, երբ դեռ նախարար էի, որը անցել էր որոշակի համաձայնեցման փուլ, սակայն երկու տարի է՝ կյանքի չկոչվեց (ծրագրի հղումը՝ մեկնաբանությունում) ։ Այն նախատեսում էր կացարանի խնդիր ունեցող ընտանիքների համար հարցի արագ լուծում, որը կարելի է կիրառել նաև արցախցիների համար։
Ծրագրի շրջանակներում յուրաքանչյուր արցախցու հաշվով տրամադրվում է 6.000.000 դրամի չափով բնակարան ձեռբքերելու համար «Սոցիալական հիփոթեք» ստանալու վկայական։ Չորս հոգանոց ընտանիքի համար բնակարանի գինը կկազմի 24.000.000 դրամ՝ 60.000 ԱՄՆ դոլար, որով կարելի է բնակարան ձեռք բերել ինչպես մարզերում, այնպես էլ Երևանում։
Հիփոթեքը տրամադրվում է առանց կանխավճար, 100% սուբսիդավորմամբ, այսինքն՝ վարկը ամբողջությամբ վճարում է պետությունը։ Բանկը որևէ ռիսկ չի ունենում։
Ամսական վճարի համար պետությունը կծախսի 50.000-60.000 դրամ մեկ անձի հաշվարկով։ Այնքան, ինչքան հիմա ծախսում է բնակվարձերի համար։ Ընդհանուր առմամբ, տարեկան ծախսը կկազմի 80-100 մլրդ դրամ, որը ավելի քիչ է, քան Արցախին տրամադրվող ֆինանսավորումը։
Վարկավորման համար ԵՄ երկրներից և ֆոնդերից կարելի է ստանալ գրեթե զրոյական տոկոսով ֆինանսավորում, որը ավելի կքչացնի պետության ծախսը։
Հնարավոր չի լինի վաճառել տունը 20 տարի, քանի որ բանկում գրավ է հանդիսանալու։
Ծրագիրը կարելի է իրականացնել մի քանի ամսվա ընթացքում՝ մի քանի տարի տևող բնակարանային շինարարության փոխարեն։
Մարզերում բնակվելը խրախուսելու նպատակով կարելի է մարզերում տրամադրել արտոնություններ՝ գյուղատնտեսության զբաղվելու համար և այլն։
Սա նվազագույնն է, որ կառավարությունը շատ արագ պետք է իրականացնի։ Որևէ նյութական փոխհատուցում, սոցիալական կամ այլ ծրագիր չի լրացնելու հայրենիքի կորուստը, բայց ավելի բարդացնելն արցախցիների վիճակը պարզապես անթույլատրելի է։
