Նիկոլական ռեժիմի մի սպասարկու, որը ներկայանում է որպես ՆԳՆ փոխնախարար, էսօր ստերի մի էնպիսի հավաքածուով է ներկայացել, որ անգամ Նիկոլի նախանձն է շարժել։
 
Օրինակ՝ գոյություն ունի «քաղաքացիության մասին» ՀՀ օրենք, որի 4-րդ հոդվածն ասում է, որ․ «Հայաստանի Հանրապետության քաղաքացիությունը հաստատող փաստաթղթերն են` Հայաստանի Հանրապետության քաղաքացու նույնականացման քարտը և անձնագիրը․․․»։
 
Իսկ այ փոխնախարարուհին տեղից վեր է կացել ու հայտարարել է, թե բա․ «կապույտ անձնագրերը քաղաքացիությունը փաստող փաստաթղթեր չեն»։
 
Հետո էլ ավելացրել է, թե բա․ «տրամադրվել են որպես ճամփորդական փաստաթղթեր»։ Տենց ինքնաթիռի տոմսա էլի։ Ավելորդ է չէ՞ ասելը, որ մեր օրենսդրությունում «ճամփորդական փաստաթուղթ» հասկացություն առհասարակ գոյություն չունի։ Էդ փոխնախարարուհու արտասանած ամեն բառը, եթե ոչ ամեն վանկը ուղղակի ծայրից ծայր հակաօրինական է։
 
Բայց հիմա գանք այն նպատակներին, որը սրանք հետապնդում են այս հերթական ապօրինությամբ։
Առաջինը, իհարկե, արցախցիներին Հայաստանից դուրս մղելն է։ Մարդկանց ապօրինաբար զրկելով քաղաքացիությունից (ինչն, ի դեպ, օրենքով ուղղակի արգելված է) և, հետևաբար, դրանից բխող բազմաթիվ իրավունքներից ու հնարավորություններից, նրանց դրդում են հայրենիքը լքել։ Նույնին են ուղղված նաև քաղաքացիությունը փախստականի կարգավիճակով փոխարինելու նախաձեռնությունները։
 
Երկրորդ նպատակն այն է, որ նույնիսկ այն արցախցիները, ում չի հաջողվի դուրս մղել Հայաստանից, չկարողանան մասնակցել Հայաստանի քաղաքական կյանքին․ օրինակ ընտրել և ընտրվել, չկարողանան քաղաքացիական օրինական զենք ձեռք բերել, չկարողանան ստանալ թոշակ և չօգտվեն սոցիալական այլ երաշխիքներից։
 
Երրորդ նպատակն այն է, որ ստեղծվի քաղաքացիությունից ապօրինի զրկելու նախադեպ։ Եթե կարելի է 100000 մարդուց խլել նրանց անձնագրերը, ապա նույնը կարելի է անել նաև երկքաղաքացիություն ունեցող սփյուռքահայերի պարագայում։ Այդ մարդկանց կապույտ անձնագրերն էլ կարելի է հայտարարել «հուշանվերային փաստաթուղթ»։ Ու, եթե առաջ Հայաստան չէին թողնում այն սփյուռքահայերին, ովքեր երկքաղաքացի չէին, հիմա ՀՀ անձնագրով էլ չեն թողնի։
 
Չորրորդ՝ սա նաև նախադեպ է ՀՀ բոլոր քաղաքացիների իրավունքները նույն կերպ ոտնահարելու համար, երբ դա իրենց անհրաժեշտ համարեն։ Կրկնում եմ, բացարձակ ոչ մի տարբերություն չկա, թե որտեղի գրանցում ունի կապույտ անձնագրի տերը․ նա ՀՀ նույնպիսի քաղաքացի է, ինչպես մյուսները։ Ու եթե մեկին իրենց քմահաճույքով զրկում են, ապա լրիվ նույնը կարող են անել նաև մյուսի հետ։ Օրինակ՝ երբ վաղը-մյուս օրը երևանցու անվտանգությունն ապահովելուց հրաժարվելու լինեն, երևանցու անձնագիրն էլ կհայտարարեն ասենք․ «թանգարանային փաստաթուղթ»։
