Համամասնական ընտրակարգի պրակտիկան

Ժամանակակից չափանիշներով ժողովրդավարական համարվող յուրաքանչյուր երկրի ժողովրդավարության մակարդակը, դրանում առկա քաղաքական ազատությունների աստիճանը կարելի է չափել նաև նրա ընտրական համակարգով, ընտրությունների անցկացման ազատությամբ, թափանցիկությամբ, բովանդակությամբ, ընտրողների ազատ կամահայտնությամբ, դրանում հասարակության ներգրավվածությամբ և այլն: Ժողովրդավարական է համարվում այն երկիրը, որտեղ իշխանությունը ձևավորում է ընտրողը, ժողովուրդը, որովհետև, ինչպես ամրագրված է ժողովրդավարական երկրների սահմանադրություններում: Ժողովրդական ընտրությւոնների կարևորագույն բաղադրիչը միջազգային չափորոշիչներին համապատասխան Ընտրական օրենսգրքի առկայությունն է:
Ընտրական համակարգերի մեծամասնական և համամասնական ընտրակարգերի բնութագրիչները տարբեր պետություններում, պայմանավորված ազգային մտածողության և քաղաքական մշակույթի առանձնահատկություններով, ստանում են տարբեր դրսևորումներ, բացառություն չի կազմում նաև Հայաստանը:
Սահմանադարական բարեփոխումների նախապատրաստման գործընթացում որոշում է կայացվել հրաժարվել մեծամասնական ընտրակարգից և անցում կատարել 100% համամասնական ընտրակարգի։ Որպես նման որոշման հիմնական փաստարկ` նշվում է այն հանգամանքը, որ միայն համամասնական ընտրակարգի շնորհիվ պառլամենտը կդառնա առավել ներկայացուցչական, իսկ ընդդիմությունը կստանա առավել մեծ ներկայացվածության հնարավորություն: Ավելին` տարբեր փորձագետներ էլ ընդգծում են, որ Ընտրական օրենսգրքի խախտման դեպքերի մեծ մասն արձանագրվում էր հենց մեծամասնական ընտրակարգով ընտրատարածքներում:
Հաշվի առնելով այն հանգամանքը, որ սահմանադրական բարեփոխումների անհրաժեշտության գլխավոր փաստարկներից է Սահմանադրության՝ եվրոպական չափանիշների համապատասխանեցումն ու ժողովրդավարացումը, այս տեսանկյունից հետաքրքիր է հենց խորհրդարանական կառավարման համակարգ ունեցող եվրոպական երկրների փորձը: Նախ նշենք, որ ԵՄ անդամ 28 երկրից միայն 17-ն է խորհրդարանական հանրապետություն (Ավստրիա, Բուլղարիա, Գերմանիա, Խորվաթիա, Չեխիա, Հունգարիա, Լեհաստան, Լատվիա, Լիտվա, Էստոնիա, Հունաստան, Իռլանդիա, Իտալիա, Մալթա, Սլովակիա, Սլովենիա, Ֆինլանդիա): Նշենք նաև, որ չենք առանձնացրել ԵՄ անդամ այն սահմանադրական միապետությունները, որտեղ կառավարման համակարգի լիազորությունների մեծ մասը պատկանում են խորհրդարանին:
Հատկանշական է, որ ԵՄ անդամ խորհրդարանական հանրապետությունների ճնշող մեծամասնությունը՝ 17-ից 14-ի ընտրական օրենսգրքով ամրագրված է միայն համամասնական ընտրակարգն՝ իր տարբեր տեսակներով (կուսակցական ցուցակով, խառը համամասնական, փոխանցելի քվեով և այլ համամասնական ընտրակարգեր): Հատկանշական է, որ ԵՄ անդամ խորհրդարանական հանրապետություններից միայն 3-ում (Գերմանիա, Հունգարիա, Լիտվա) է պահպանված մեծամասնական ընտրակարգը, սակայն այն հանդես է գալիս համամասնականին զուգահեռ, իսկ տվյալ երկրների ընտրական օրենսգիրքում ամրագրված է ընտրությունների անցկացման խառը ընտրակարգը:
Ամփոփելով կարող ենք նշել, որ ցանկացած երկրի ընտրակարգ պետք է հաշվի առնի տվյալ երկրի քաղաքական մշակույթը, աշխարհագրական առանձնահատկությունները և հնարավոր ռիսկերը, որոնք, անշուշտ, ժամանակի ընթացքում ենթարկվում են փոփոխության, հատկապես երիտասարդ ժողովրդավարություններում:
