Հայաստանը Մշակութային ժառանգությանն առնչվող հանցագործությունների մասին ԵԽ կոնվենցիան ստորագրող առաջին պետությունների թվում է

Կիպրոսի մայրաքաղաք Նիկոսիայում վեց պետություններ, այդ թվում և Հայաստանը, ստորագրել են Մշակութային ժառանգությանն առնչվող հանցագործությունների մասին Եվրոպայի խորհրդի կոնվենցիան: Ինչպես  տեղեկացրին Եվրոպայի խորհրդի լրատվական ծառայությունից, կոնվենցիան ստորագրել են ԵԽ անդամ պետություններից Հայաստանը, Կիպրոսը, Հունաստանը, Պորտուգալիան և Սան Մարինոն և կազմակերպության մեկ դիտորդ պետություն՝ Մեքսիկան: Կոնվենցիան բաց է բոլոր պետությունների ստորագրման համար:

Կոնվենցիան ընդունվել է ահաբեկչության և կազմակերպված հանցավորության դեմ պայքարի շրջանակներում՝ ձգտելով դադարեցնել անտիկ իրերի թրաֆիքինգը և վերավաճառքը արվեստի շուկաների միջոցով: Այդ իրերի ապօրինի պեղումը, ներկրումը, արտահանումը, ձեռքբերումն ու շուկայում վաճառքը, ինչպես նաև այս համատեքստում փաստաթղթերի կեղծումը կոնվենցիայով դասվում են քրեական հանցագործությունների շարքը:

Ազգային օրենսդրությունների համապատասխանեցումը կոնվենցիային կփակի առկա սողանցքները և անդրսահմանային համագործակցության համար առավել արդյունավետ պայմաններ կստեղծի կոնվենցիայով սահմանված հանցագործությունների նախաքննության, հետաքննության համար, ինչպես նաև այդ հանցագործությունների համար դատապարտված անձանց պատժի կիրառման ոլորտում: Հատկանշական է, որ կոնվենցիան պաշտպանում է ցանկացած պետության մշակութային սեփականություն՝ անկախ այն հանգամանքից, թե վերջինս միացել է այդ կոնվենցիային, թե ոչ:

Ստորագրման արարողությունը կայացել է Եվրոպայի խորհրդի նախարարների կոմիտեի նիստի շրջանակներում: Կոնվենցիան ուժի մեջ կմտնի ստորագրած ԵԽ անդամ հինգ պետությունների կողմից վավերացվելուց հետո:
