«Փաստ» օրաթերթը գրում է.

Ազգային ժողովի «Ծառուկյան» խմբակցության պատգամավոր Սերգեյ Բագրատյանը ներկայացրեց Ընտրական օրենսգրքում փոփոխությունների վերաբերյալ «Ծառուկյան» դաշինքի առաջարկները: Հունիսի 22–ին լրագրողների հետ հանդիպմանը պատգամավորն ընդգծեց, որ իրենք առաջ են քաշում Ընտրական օրենսգրքում փոփոխությունների երեք թեզ: Առաջին առաջարկը ռեյտինգային ընտրակարգի վերացումն է և անցումը 100–տոկոսանոց համամասնական ընտրակարգի: Պատգամավորի խոսքով՝ ռեյտինգային ընտրակարգի պարագայում օգտագործվում են ընտրակաշառքն ու վարչական լծակները:

«Կարևորագույն երկրորդ թեզը կրկնաքվեարկությունների բացառումն է: Դա կարելի է անել միայն մատնահետքերի միասնական ռեգիստրի ներդրմամբ»,– ընդգծեց Բագրատյանը:

«Ծառուկյան» խմբակցության երրորդ առաջարկը քննարկման փուլում է. խոսքն ակտիվ և պասիվ ընտրացուցակների մասին է: Պատգամավորը բացատրեց, որ ակտիվն այն ընտրական ցուցակն է, որն արձանագրում է Հայաստանում եղած ընտրողների թիվը, իսկ պասիվն այն ընտրազանգվածն է, որը ՀՀ քաղաքացիություն ունենալով՝ գտնվում է արտերկրում: «Այս ցուցակները համադրելով՝ կարող ենք բացառել նախկինում կիրառվող բացակա ընտրողների փոխարեն քվեարկությունների կազմակերպումը»,– նշեց Բագրատյանը:

Երեք հիմնական առաջարկներից բացի, «Ծառուկյան» խմբակցությունն ունի նաև տեխնիկական բազմաթիվ առաջարկներ, որոնց նպատակը արդար և թափանցիկ ընտրությունների կազմակերպումն է:

Հարցին, թե ե՞րբ կարող են կայանալ արտահերթ խորհրդարանական ընտրությունները, պատգամավորը կարծիք հայտնեց, որ ընտրություններն հնարավոր է անցկացնել հաջորդ տարվա մարտ–ապրիլ ամիսների ընթացքում:
