Նիկոլ Փաշինյանը «սիրո և հանդուրժողականության» հեղափոխության հիմնական շեշտադրումները կառուցում էր «մեկ կետից կառավարվող» պետության, «կենտրոնաձիգ կառավարական բուրգի» մասին քննադատություններով, որոնք, իհարկե, ճշմարիտ էին...
Սակայն հեղափոխությունից հետո պարզվեց, որ բացարձակ լիդերության ինստիտուտը, որի դեմ տարիներ շարունակ պայքարում էր Փաշինյանը, այնքան էլ վատ բան չէ, եթե այևս դու ես իշխանության ղեկին...
Ըստ էության, ՀՀ–ում կառուցվում է հերթական կառավարման բուրգը՝ ընդամենը գործող անձերի տարբերությամբ: Պարզվում է՝ ՀՀ–ում ներքին կյանքի գլխավոր «կուրատորը» տարածքային կառավարման և զարգացման նախարար Սուրեն Պապիկյանն է, որը թեև հեռու է աղմկոտ ու սկանդալային պատմություններից, սակայն իրականում կուլիսային հիմնական խաղացողն է: «Փաստի» տեղեկություններով՝ Պապիկյանի ղեկավարած նախարարությունում, որը առաջիկայում կդառնա սուպեր նախարարություն, նախարարը պետք է տեղյակ լինի շենքի ներսի յուրաքանչյուր տեղաշարժից, անգամ աշխատակիցների ընդմիջում գնալը զեկուցվում է անձամբ նախարարին:
Իսկ մարզպետները ստիպված են վարչապետ Փաշինյանի հետ հարաբերվել բացառապես նույն Պապիկյանի միջոցով: Պապիկյանը վարչապետի «պռախոդն» է և օժտված է լայն լիազորություններով՝ բռի մեջ պահել մարզպետներին և զեկուցել Փաշինյանին նրանց յուրաքանչյուր քայլի մասին:
