Մի թյուրըմբռնում կա հարկման գաղափարախոսության վերաբերյալ մարդկանց ընկալման մեջ, որը վերջերս շատ եմ հանդիպում,  հատկապես կառավարությունում և ԱԺ-ում:

Այս մարդիկ ասում են, որ շատ ստացողը ավելի խելացի է, ճարպիկ է, աշխատասեր է (ի դեպ, ես դեմ չեմ սրան): Հապա ինչո՞ւ նրան շատ հարկենք:

Սա այն հիմնական արգումենտն ա, որ բերում են համահարթ եկամտային հարկը հիմնավորելու և պրոգրեսիվը վերացնելու համար: Տնտեսական արդյունավետության` մրցակցային առավելության մասը շատ վիճելի ա, չխառնենք սրա հետ:

Ընկերներ ջան, ասեմ հետևյալը: Պրոգրեսիվ եկամտային համակարգը շատ ստացողին շատ հարկելու մասին չէ, այն քիչ ստացողին քիչ հարկելու մասին է:

Եթե մենք հիմա մարդկանց գլուխը մտցրինք սխալ ձևակերպումներ և ընդունեցինք այս հարկային օրենսգիրքը առաջարկված տարբերակով, ապա հետագայում հարկերի տոկոսադրույքները չենք կարողանալու բարձրացնել և չենք կարողանալու վերադառնալ պրոգրեսիվի: Նաև ընդունում եմ, որ ներկա պրոգրեսիվ համակարգը շատ ստացողին շատ հարկելու մասին է և պետք է փոխվի:

Հաշվի առնելով սոցիալական և տնտեսական ենթակառուցվածքների քարուքանդ վիճակը, աճող պետական պարտքը և նվազող բնակչության թիվը, հարկերը մեր երկրում ուղղակի անհնար է չբարձրացնել:
