Հարցին, թե արդյոք ԱՄՆ-ի հետ հարաբերությունների լարվածությունը կախված է գործող քաղաքական գործիչներից, Մերկելը պատասխանել է, որ խոսքը կառուցվածքային խնդրի մասին է՝ չնայած նրան, որ քաղաքականությունը կախված է նրանցից, ովքեր այն վարում են: Նախագահ Թրամփի համար, նրա խոսքով, ժամանակակից աշխարհի բազմակողմանիության ճանաչումն ինքնին ընդունելի չէ:
Եվրոպան, իր հերթին, ինչպես նշել է կանցլերը, այլեւս համաշխարհային իրադարձությունների կենտրոն չի համարվում: Նախկին Եվրոպան՝ որպես հակազդեցության գիծ, այլեւս գոյություն չունի սառը պատերազմի ավարտի պահից: Այդ պատճառով Եվրոպան պետք է իմաստավորի իր սեփական աշխարհաքաղաքական դերը, իսկ հին աշխարհի նկատմամբ ԱՄՆ-ի ուղղվածությունը կնվազի:
