Կիրականացվի թափուր աշխատատեղերի հաշվառում․ «Փաստ»
«Փաստ» թերթը գրում է․
Պետական եկամուտների կոմիտեն հանրային քննարկման է ներկայացրել նախագիծ, որով առաջարկվում է լրացումներ կատարել ՀՀ կառավարության 2012 թվականի դեկտեմբերի 20-ի N1676-Ն որոշման մեջ։
Օրենքի նախագծի ընդունմամբ ակնկալվում է, որ կստեղծվի մասնավոր հատվածի գործատուների մոտ առկա թափուր հաստիքների (աշխատատեղերի) վերաբերյալ տեղեկատվական բազա, որը հնարավորություն կընձեռի բարձրացնել զբաղվածության բնագավառում իրականացվող քաղաքականության արդյունավետությունը:
Հիմնավորման մեջ նշվում է, որ նախագիծը մշակվել է՝ հաշվի առնելով ՀՀ վարչապետ Նիկոլ Փաշինյանի 2019 թվականի փետրվարի 19-ի համապատասխան հանձնարարականը և նպատակ ունի հանրապետությունում, ըստ մասնավոր հատվածի գործատուների, իրականացնել թափուր աշխատատեղերի հաշվառում:
Իսկ նախագծի մշակման գործընթացում ներգրավված պետեկամուտների կոմիտեն հիշեցնում է, որ ներկայումս հանրապետությունում զբաղվածության բնագավառում քաղաքականությունն իրականացնում է ՀՀ աշխատանքի և սոցիալական հարցերի նախարարությունը` զբաղվածության գործակալության միջոցով, ուստի առաջացող հնարավոր խնդիրները լուծելու համար նախագծով նախատեսվում է մասնավոր հատվածի գործատուներից ստանալ նրանց մոտ առկա թափուր աշխատատեղերի թվաքանակի վերաբերյալ տեղեկատվություն և սոցիալական ապահովության ծառայության միջոցով այն տրամադրել զբաղվածության գործակալությանը:
Մասնավոր հատվածի գործատուներից առկա թափուր հաստիքների վերաբերյալ տեղեկատվությունը նախատեսվում է ստանալ եկամտային հարկի և սոցիալական վճարի հաշվարկների միջոցով։ Այսպիսով՝ նախագիծն իրականություն դառնալու դեպքում ՀՀ կառավարության 2012 թվականի դեկտեմբերի 20-ի «Եկամտային հարկի, շահութահարկի և սոցիալական վճարի անձնավորված հաշվառման մասին» ՀՀ օրենքի կիրարկումն ապահովելու մասին» N1676-Ն որոշման մեջ կկատարվեն լրացումներ։
Մասնավորապես, որոշման առաջին հավելվածի 30-րդ կետի 5-րդ ենթակետում` «ըստ վարձու աշխատողների» բառերից հետո կավելացվեն «գործատուի (բացառությամբ պետական կառավարչական հիմնարկների, համայնքային կառավարչական հիմնարկների, ՀՀ կենտրոնական բանկի և պետական ոչ առևտրային կազմակերպությունների) մոտ առկա թափուր հաստիքների (աշխատատեղերի) թվաքանակը» բառերը։
Ընդ որում, սա վերը նշված որոշման մեջ միակ լրացումը չի լինի։
