ՀՀ քննչական կոմիտեի Կոտայքի մարզային քննչական վարչությունում քննություն է տարվում՝ պարզելու 2020թ. սեպտեմբերի 27-ին Ադրբեջանի կողմից Արցախի դեմ սանձազերծված պատերազմի ընթացքում զոհված զինծառայողների դիերի՝ ՀՀ ԱՆ ԴԲԳԳ կենտրոնի Կոտայքի մարզի դատաբժշկական փորձաքննությունների բաժնում պահման ընթացքում տեղ գտած խախտումները պարզելու ուղղությամբ: Այս մասին տեղեկացնում է Քննչական կոմիտեն:
2021թ. մայիսի 31-ին տվյալներ են ստացվել այն մասին, որ ՀՀ ԱՆ ԴԲԳԳ կենտրոնի Կոտայքի մարզի դատաբժշկական փորձաքննությունների բաժնում՝ դիեր պահելու համար չնախատեսված սենյակներում, պարկերում, դիեր կան:
Փաստի առթիվ նյութերի նախապատրաստման ընթացքում տվյալներ են ձեռք բերվել այն մասին, որ զոհված զինծառայողների դիերն ու մասունքները, պոլիէթիլենային պարկերով, տեղափոխվել են ՀՀ ԱՆ ԴԲԳԳ կենտրոնի Կոտայքի մարզի դատաբժշկական փորձաքննությունների բաժնի նկուղային հարկ:
Նշված կենտրոնի բաժնի վարիչը, նախապես տեղեկացված լինելով սառնարանների առկայության ու դրանցում դիեր պահելու համար նախատեսված ազատ տեղերի բացակայության մասին, 2021թ. մայիսի 28-ին, առանց որևէ հիմնավորման և փաստաթղթային հաշվառման, ընդունել և կենտրոնի նկուղային հարկում պահել է նշված դիերն ու մասունքները:
Պարզվել է, որ սենյակները, որտեղ դիերն ու մասունքները տեղափոխվել են, չեն ունեցել պահման համար անհրաժեշտ պայմաններ, մասնավորապես՝ օդափոխման և ջերմային համակարգեր, ինչն արձանագրվել է 2021թ. մայիսի 31-ին կատարված դեպքի վայրի զննությամբ և այլ քննչական գործողություններով:
Նկատի ունենալով, որ նախապատրաստված նյութերում առկա է քրեական գործ հարուցելու օրինական հիմք և առիթ՝ Կոտայքի մարզի դատախազությունում հարուցվել է քրեական գործ՝ պաշտոնեական լիազորությունները չարաշահելու հատկանիշներով, որը նախաքննություն կատարելու համար ուղարկվել է ՀՀ քննչական կոմիտեի Կոտայքի մարզային քննչական վարչության Աբովյանի քննչական բաժին և ընդունվել վարույթ:
Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
