Եվրախորհրդարանի 16 պատգամավորներ Մոգերինիին հարցրել են, թե ինչու ԵՄ պաշտոնյաները երբեք Արցախ չեն այցելել

Եվրոպական խորհրդարանի 16 պատգամավորներ նամակ են հղել Արտաքին գործերի եւ անվտանգության քաղաքականության Եվրոպական Միության բարձր ներկայացուցիչ, Եվրոպական հանձնաժողովի փոխնախագահ Ֆեդերիկա Մոգերինիին, որում հարցրել են, թե ինչո՞ւ Վրաստանում և Հարավային Կովկասում ԵՄ ներկայացուցիչները երբեք չեն այցելել Լեռնային Ղարաբաղ` չնայած իրավական բոլոր հիմքերի առկայությանը:

Նախաձեռնության հեղինակը դանիացի պատգամավոր Անդերս Վիստիսենն է: Նամակի հեղինակները նաև հետաքրքրվել են` որքանո՞վ են Եվրոպական հանձնաժողովի փոխնախագահը և ԵՄ բարձր ղեկավարությունը հաշվի առնում Լեռնային Ղարաբաղի ժողովրդի ձայնը, քանի որ դա կարևոր նշանակություն ունի հակամարտության խաղաղ կարգավորման գործընթացում:
Եվրոպայի Հայ դատի հանձնախմբի գրասենյակը շնորհակալություն է հայտնել Եվրոպական պատգամավորներին ցուցաբերած նախաձեռնության համար: Եվրոպայի Հայ դատի գրասենյակի ղեկավար Գասպար Կարապետյանն ընդգծել է, որ Ադրբեջանն առանց որևէ միջազգային իրավական հիմքի ստեղծել է այսպես կոչված «սև ցուցակ»-ը, որն օգտագործում է շանտաժի համար, մասնավորապես` արևմտյան քաղաքական և հասարակական գործիչների այցելությունները Լեռնային Ղարաբաղ կանխելու համար: «Ադրբեջանը օգտագործում է բոլոր միջոցները Լեռնային Ղարաբաղը մեկուսացնելու իր քաղաքականությունը իրականացնելու համար` նպատակ ունենալով խոչընդոտել Լեռնային Ղարաբաղում միջազգային կառույցների ներգրավվածությունը»,- ասել է Կարապետյանը:
Նա հավելել է, որ Լեռնային Ղարաբաղի հակամարտության կարգավորման միջազգայնորեն ճանաչված ձևաչափը Մինսկի խմբի համանախագահության ձևաչափն է, որն ընդունում են նաև հակամարտող կողմերը, սակայն շեշտել է, որ Եվրոպական Միությունը կրթական և մարդասիրական ծրագրեր է իրականացնում տարածքաշրջանում հակամարտության այնպիսի գոտիներում, ինչպիսիք են Հարավային Օսեթիան և Աբխազիան: «Եվ մենք դեռ բացատրություն չունենք, թե ինչո՞ւ Եվրոպական Միությունը Արցախում նման ծրագրեր չի իրականացրել կամ չի լսել այնտեղ ապրող մարդկանց»,- ընդգծել է Եվրոպայի Հայ դատի հանձնախմբի գրասենյակի ղեկավարը:
Նրա խոսքով` այն փաստը, որ Եվրախորհրդարանի բոլոր քաղաքական խմբակցությունները ներկայացնող պատգամավորները բարձրաձայնել են այս հարցերի մասին, ցույց է տալիս, որ ԵՄ օրենսդիրներն ավելի շատ են տեղեկացվել Արցախի ժողովրդի սոցիալական ու տնտեսական մեկուսացման մասին, և նրանց սկսել է անհանգստացնել ԵՄ-ի պասիվ պահվածքը:
«Այս հարցերը շատ կարևոր են, որպեսզի հասկանանք, թե ինչո՞ւ են Եվրոպական Միության պաշտոնյաները խուսափել Արցախ այցելելուց, քանի որ դա առաջին ձեռքից տեղեկատվություն ստանալու լավագույն միջոցն է»,- եզրափակել է Կարապետյանը:
