ՀՀ ԱԺ յուրաքանչյուր խմբակցությունում փորձագետների թիվը կարող է ավելանալ մեկով
POLITICSԱյս օրինագծով մենք, ըստ էության, մեկ մարդով կավելացնենք փորձագետների թիվը խորհրդարանական խմբակցություններից յուրաքանչյուրում։ Այս մասին ՀՀ Ազգային ժողովի նիստում, «Հայաստանի Ազգային ժողովի կանոնակարգի մասին» Սահմանադրական օրենքում փոփոխություններ կատարելու մասին օրինագծի քննարկման ժամանակ, դեկտեմբերի 5-ին ասաց օրինագծի հեղինակ, «Բարգավաճ Հայաստան» խորհրդարանական խմբակցության քարտուղար Արման Աբովյանը։
Օրինագծի համաձայն՝ 14 պատգամավոր ունեցող խմբակցությունները կարող են ունենալ մեկ աշխատակից եւ մինչեւ երեք փորձագետ, ինչպես սահմանված է հաստիքացուցակով, իսկ 14 պատգամավորից ավելի ունեցող խմբակցությունները կարող են ունենալ մեկ աշխատակից եւ մինչեւ հինգ փորձագետ։
«Գաղտնիք չէ, որ մենք, եւ հատկապես մեր փորձագետները, ստիպված ենք լինում դիտարկել եւ ուսումնասիրել բազմաթիվ օրենսդրական նախաձեռնություններ։ Հաճախ դա անդրադառնում է աշխատանքի որակի վրա։ Ուստի մենք ցանկանում ենք նվազեցնել բեռնվածությունը ի հաշիվ լրացուցիչ փորձագետների ներգրավման, ինչը նաեւ դրականորեն կանդրադառնա այս կամ այն օրինագծի՝ նրանց իրականացրած վերլուծական աշխատանքի որակի վրա»,- պարզաբանել է Աբովյանը։
Պատգամավորը նշել է, որ փորձագետները ոչ միայն դիտարկում են առաջարկվող օրինագծերը, այլեւ օգնում դրանց կազմման գործընթացում։
Խորհրդարանականն ակնկալում է, որ այս օրինագիծը կբարձրացնի ԱԺ խմբակցությունների աշխատանքի արդյունավետությունը, խմբակցություններին հնարավորություն կտա իրենց աշխատանքին ներգրավել նոր մասնագետների՝ ընդհանուր առմամբ խորհրդարանական աշխատանքի որակի բարձրացման համար։
Իր հերթին, արդարադատության փոխնախարար Ռաֆիկ Գրիգորյանը նշեց, որ մեկ փորձագետը հանրապետության պետական բյուջեի վրա տարեկան 5 մլն դրամ կնստի։
