Ռուս սենատոր, Դաշնային խորհրդի՝ տեղեկատվական քաղաքականության հարցերով հանձնաժողովի նախագահ Ալեքսեյ Պուշկովը մեկնաբանել է Երևանի և Բաքվի դիրքորոշումները Լեռնային Ղարաբաղի հակամարտության վերաբերյալ՝ նշելով դրա զարգացման հնարավոր սցենարները, գրում է «ՌԻԱ Նովոստի»-ն:
«Երևանի և Բաքվի բազային դիրքորոշումներն անընդունելի են, ինչը պարզ էր առանց Փաշինյանի և Ալիևի հայտարարությունների: Նրանց «կարմիր գծերը» փոխադարձաբար ոչնչացնում են միմյանց. նրանց միջև դեռևս չկան ոչ «չեզոք գծեր», և ոչ էլ փոխզիջման որևէ ակնարկ»,- գրել է Պուշկովը իր թերեգրամյան ալիքում:
Նրա խոսքով՝ ՄԱԿ-ն այս դեպքում անզոր է, քանի որ միջազգային իրավունքի 2 կարևորագույն սկզբունք՝ տարածքային ամբողջականությունը և ինքնորոշման իրավունքը, «այստեղ բախվել են անզիջում մարտերի մեջ»:
«Այս երկու սկզբունքներից մեկի առաջնահերթությունը յուրաքանչյուր կոնկրետ դեպքում ապահովվում է ուժերի հարաբերակցության միջոցով: Հնարավոր է նաև հարցի լուծման հետաձգում այն դեպքում, երբ լուծումը ուժի ճանապարհով անհնար է կամ արգելափակվում է ավելի հզոր գերտերությունների կողմից, ինչպես, օրինակ, Մերձդնեստրում: Լեռնային Ղարաբաղը կրկին կարող նման բարդ լուծման օրինակ դառնալ»,- եզրափակել է սենատորը:
